Campus operations by COVID alert level

As the COVID-19 pandemic continues and we transition to an endemic stage, it is important that our community is aware of the factors that the college will consider in determining what COVID-19 mitigation steps will be required on campus.

The college will operate under one of four alert levels:  

Level 1- Green, the lowest alert level, indicates near pre-pandemic, "new normal" operations and effective disease mitigation.

Level 2- Yellow (current level), indicating increased health precautions in place impacting most operations.

Level 3- Orange, indicating a higher risk of disease transmission with further operational restrictions in place.

Level 4 Red, the highest alert level, indicating a significant health risk on campus and in the larger community, and resulting in the most restrictions on community operations.  

We are currently operating at Level 1: Modified Campus Operations.  

Movement between these alert levels will be informed by guidance from local, state and federal public health officials, as well as the COVID disease indicators listed below.  Of course, these factors and the operational impact of any particular level may be modified as new information, best practices and experience warrants.   In many cases, mitigation requirements may be increased or decreased in specific areas without changing the overall alert level.

Vaccination against COVID-19, or weekly surveillance testing, is currently required for all Augustana College community members.  Staying up to date on COVID-19 vaccination, including getting booster shots, is the best step individuals can take to end the pandemic and return to normal operations.   A higher level of full vaccination, including boosters, among our community members helps prevent serious illness from COVID-19 and will help our community return to and maintain “normal” on college operations.   In addition to weekly testing, unvaccinated individuals on campus should expect increased COVID mitigation requirements and limitations on certain higher-risk activities.  

To date (as of April 4, 2022), 93.6% of our community members have received the initial COVID-19 vaccinations.  In addition to the vaccination levels of our community, the following factors will inform decision-making:

  • Recommendations, mandates and orders from federal, state and local public health authorities
  • Severity of disease indicators
  • Hospital stress in the Quad City area and treatment capacity
  • Vaccination and booster vaccination levels of the campus community
  • Availability and effectiveness of COVID treatments and therapies
  • New positive cases per week on campus
  • New positive cases per week on the larger community
  • Trend of new cases on campus
  • Trend of new cases in the community
  • Testing capacity on campus

The Augustana College Cabinet will determine the movement between alert levels and campus mitigation requirements.  Consultation with public health experts will continue, and any movement to Level 4/Red Alert will include the Augustana College Board of Trustees.  Changes in alert levels will always be informed by both the data and by the college’s judgment of current conditions.  As noted above, the college may, in response to a specific indicator or indicators, change the operational restrictions or mitigation requirements in a particular area without impacting the overall alert level and impacting all operations.  This will allow for more targeted responses to current conditions and the COVID-19 risk they present. Augustana community members must be prepared, however, to move to a higher alert level with little advance notice. 

Level 1: 'New normal'

Masking

Masking required for individuals in isolation or quarantine. Masking recommended in all areas on campus for those who are immunocompromised.

Social distancing

Unvaccinated community members and guests are encouraged to socially distance, as and where possible, especially if immunocompromised.

Surveillance testing

Unvaccinated community members must participate in surveillance testing as determined appropriate by the College or as mandated by state or federal government.

Other mitigation efforts

All students and employees experiencing any symptoms of illness do not participate in on-campus work or activities. Contact tracing of positive cases.

Academic programs

All instruction in person with full occupancy in classrooms.

Employees

Employee travel

Normal restrictions on employee travel in place. Unvaccinated employees may have limited travel options; travel plans should be approved by supervisor.

College dining

Full dining service provided; socially distanced dining area available.

Campus visitors

No visitor restrictions.

Residence halls

Residence halls open to full occupancy.

Athletics

Practice and competition for athletic events. Unvaccinated students may have additional mitigation requirements, including masking in certain settings, per current NCAA and conference guidance.

Student personal travel off-campus

No restrictions.

Student gatherings not sponsored by Augustana

Normal restrictions on student gatherings.

Students and off-campus entertainment venues

Normal restrictions.

Student academic travel, international and domestic

Travel restrictions to be expected based on status of pandemic at travel and destination locations; COVID vaccination required for international and domestic student travel.

Campus Ministries

All services and activities resume as normal.

On-campus events through OSL

Normal restrictions on event location and size.

On-campus events not sponsored by OSL (student club gatherings, fundraisers, etc.)

Normal restrictions on event location and size.

Campus rentals to outside groups

Campus spaces available for rent under normal guidelines.

Level 2: Modified campus operations

Masking

Masking required for all community members and guests in public indoor spaces.

Social distancing

All community members and guests encouraged to socially distance, as and where possible. Space will be made available in dining halls, and where possible, classrooms, to allow for social distancing.

Surveillance testing

Testing may be expanded based upon testing results and/or advice of public health offices.

Other mitigation efforts

Community members expected to check for signs of illness on a daily basis; increased cleaning protocols may be required, especially of high-touch surfaces.

Academic programs

All or most instruction in person with full or near to full occupancy in classrooms; social distancing options available in classroom available, where possible.

Employees

Employees working on-site; de-densify work place where convenient and approved; decrease in-person meetings where possible.

Employee travel

All employees use increased caution in travel planning. Vaccination required to travel.

College dining

Dining service available with increased grab and go options and other service restrictions; increased cleaning protocols and socially distanced dining as warranted.

Campus visitors

 

Visitor Restrictions may be imposed.

Residence halls

Residence halls open/occupancy and common-use areas may be limited.

Athletics

 

Additional restrictions may be imposed on student athletes and spectator policies. See NCAA and conference guidance; concession area closed or limited.

Student personal travel off-campus

No restrictions.

Student gatherings not sponsored by Augustana

Non-Augustana-sponsored gatherings must allow for social distancing and masking; group size and additional limitations may be imposed as conditions warrant.

Students and off-campus entertainment venues

 

Normal restrictions.

Student academic travel, international and domestic

Increased restrictions on student travel should be expected; vaccination requirement in place.

Campus Ministries

All services and activities resume as normal; increased space for social distancing provided; masking required.

Events may be held in locations that allow for physical distancing and require use of face masks for all participants.

Testing may be expanded based upon testing results and/or advice of public health offices.

Mitigation efforts may be increased.

Classroom density restrictions in place and may be increased; courses may be offered remotely.

Employees

Increased remote work for those employees whose work can be done from home; workplace de-densification where advised by public health. Meetings conducted remotely.

Employee travel

Increased restriction on employee travel. Vaccination required to travel.

College dining

Limited dining service available with increased grab-and-go options and possible increased limitations on dine in options.

Campus visitors

 

Visitor restrictions in place.

Residence halls

Increased occupancy limitations and/or temporary closure of one or more floors, wings, or full residence halls, or common-use spaces within residence halls.

Non Augustana-sponsored must allow for social distancing and masking of unvaccinated participants ; group size and additional limitations may be imposed as conditions warrant.

Unvaccinated students visiting entertainment and dining venues should use outdoor spaces, wear mask, and honor social distancing.

Student academic travel, international and domestic

Increased restrictions on student travel.

Campus Ministries

Chapel service offered remotely or in smaller groups that allow for social distancing; limited in person, small group meeting activities may be offered; masking requirement in place

Events with 25 or fewer people may be held outside or in locations that allow for social distancing and require the use of face masks; events in excess of 25 must be approved by Office of Student Life.

Essential staff for on-campus work only; all other employees work remotely, as possible.

Employee travel suspended, except as authorized by a Cabinet member.
